JP "Roads of Serbia" informs the public that starting today, November 1, 2022. The Winter Service according to the Winter Maintenance Plan of State Roads of I and II category in the Republic of Serbia for 2022/2023 is beginning.
The road network Winter maintenance plan includes special works, activities and measures necessary to ensure road passability and traffic safety in winter conditions.
The Plan for Winter Maintenance of state roads of the I and II category is implemented from
November 1, 2022. until March 1, 2023. and is a binding framework for the formation of plans for all companies that deal with road maintenance.
Exactly 22 road companies and two service companies ("Srbijaput" - Belgrade and "Vojvodinaput" - Novi Sad) are engaged in the maintenance of the complete network of state roads of the Republic of Serbia.
The system of notifying and informing the media and all interested parties about the condition of the roads during the winter period is organized as follows.
The headquarters of the winter service, based on the reports from the field, which it receives from the points of the road company, form a unique "Winter service Report " which it submits to the director, technical director and executive director of the Sector for the maintenance of state roads of the I and II order and publishes it on the Internet presentation of the Company.
The information center of PE "Roads of Serbia" takes over the report and forwards it to the line Ministry, Ministry of Interior Affairs of the Republic of Serbia – Sector for Emergency Situations and the media.
The consolidated report of the winter service on the condition of the roads is published twice a day, and more often if necessary.
The Department of Public Relations of the PE “Roads of Serbia” continuously monitors all reports from the field, winter maintenance points and the reports of the Republic Hydro-meteorological Service of Serbia and, if necessary, sends announcements and notices to the public and appeals to the media.

The main priority of PE "Roads of Serbia" in the winter period is the maintenance of state roads of the I and II category, which is carried out from road bases and checkpoints, of which there are 169 in total.
The presence of machinery in highway road bases is continuous 24 hours a day.
Maintenance is carried out according to the following priorities:
- First priority, a total of 5.939,975 km - The road is cleaned and sprinkled with clean salt and must be cleaned within 4 hours after the end of precipitation or weather event.
- Second priority, a total of 4.355,218 km - The road is cleaned and sprinkled only with paddy of slag and must be cleaned within 6 hours after the end of precipitation, i.e. special weather event.
- Third priority, a total of 4.606,637 km - The snow is only removed from the roadway and thereby makes it passable, but only after the cleaning of roads of I and II priority, and the roadway must be cleaned within 8 hours after the end of precipitation, i.e. weather event.
According to the Winter Service Plan for 2022/2023 available are:
- 774 road vehicles and trucks
- 332 machines
- 2191 workers in one shift, of which:
- 938 workers - road workers
- 171 technicians
- 328 machinists
- 754 drivers.
Machines can be engaged to a higher extend in cases of extreme weather conditions and according to the degree of their strength.
A total of 98,000 tons of salt and 1,500 tons of cold asphalt mass for the repair of potholes and a sufficient amount of stone paddies/aggregates of about 100,000 tons were provided.
Special attention is paid to the organization of the maintenance of state roads of the I and II category in winter conditions on following sections and locations:
a) "Gazela" bridge, Bubanj Potok pass, Begaljičko Brdo and "Mečka" pass on the highway;
b) the Čestobrodica pass on the road Paraćin - Zaječar (600 m a.s.l.);
c) the ascent of Rušanj and Rudnik on the Ibar road;
d) Zlatibor pass, (1000 m.a.s.l.);
e) Popadia pass (Majdanpek - Negotin);
f) Tresibaba pass (Knjaževac - Niš);
g) Svetinja pass (Topola - Kragujevac);
h) Passes on Fruška Gora (Iriški Venac, Banstol),
i) Wider areas of Tara, Crna Trava and Sjenica,
j) The bridge near Beška on the road Belgrade - Novi Sad,
k) Jaram pass on the Brzeće-Kopaonik road,
l) the bridge over the Sava, section of Bypass from Dobanovci - Ostružnica
m) the area of the Prijevorac bridge on the reconstructed section I B 23, between Borova Glava and Kokin Brod,
n) Belgrade Bypass from Sector 3 (Sava river) to the end of Sector 5 (Straževica) and the Bypass,
o) the new "Batajnica" bridge with ramps, in the Batajnica interchange.
PE "Roads of Serbia" cooperates with the Ministry of Internal Affairs of the Republic of Serbia - Traffic Police Administration, Department for Emergency Situations and informs them regularly about the driving condition on the roads, accepts suggestions and jointly decide on traffic suspensions on critical sections.
JP "Roads of Serbia" appeals to all road users and traffic participants to comply with regulations and not to engage in traffic without winter equipment, especially on critical sections, to respect speed limits, increase care for others, and show the necessary solidarity on the road.
