PE “Roads of Serbia” is informing that, as of today, 1st November, 2021, Winter Service begins with operation, in accordance with the Winter Maintenance Plan for I and II category state roads in the Republic of Serbia for 2021/2022.
The Winter Maintenance Plan for the road network predicts special works, activities and measures necessary for providing road passability and traffic safety in winter conditions.
Winter Maintenance Plan for I and II category state roads is carried out from 1st November, 2021, to 31st March, 2022, and is a binding framework for the development of plans of all road maintenance companies.
22 road companies and two companies providing services (“Srbijaput“ – Belgrade and “Vojvodinaput“ – Novi Sad) have been employed for the maintenance of the complete state road network in the Republic of Serbia.
The system of announcement and information of the media and all interested parties regarding road conditions during winter is organized as follows:
Winter Service Headquarters, based on the reports from the field, obtained from road companies’ road bases, develop a comprehensive “Winter Service Report”, which is submitted to the director, technical director and executive director of the Sector for Maintenance of I and II Category State Roads and upload it on the Enterprise’s webpage.
PE “Roads of Serbia”’s Information Center receives the Report and sends it to the competent ministry, the Ministry of Interior RS – Sector for Emergency Management and to the media as well.
The integrated Winter Service Report on road conditions is published twice a day or even more often if necessary.
The Department for Public Relations is always up to date with the reports from the field and the reports issued by the Republic Hydrometeorological Service and, if necessary, sends the information and announcements for the public and public appeals to the media.
OVERVIEW OF INFORMATION FLOW
Maintenance of I and II category state roads in the winter period is the main priority of the PE “Roads of Serbia” which is performed from road yards and points, namely 169 of them.
Machines are present in maintenance yards on motorways 24 hours a day.
Maintenance is performed in accordance with priorities and categories as follows:
- First priority / category А, 6,077.914 km in total - Pavement is cleared and sprayed with pure salt and must be cleared within 4 hours from the end of the precipitation, i.e. weather event,
- Second priority / category B, 4,212 km in total - Pavement is cleared and sprayed with the mix of salt and grit in the ratio 1:4 and must be cleared within 6 hours from the end of the precipitation, i.e. weather event,
- Third priority / category C, 4,292 km - Pavement is cleared and sprayed with the mix of salt and grit in the ratio 1:4 and must be cleared within 8 hours after the end of the precipitation, i.e. weather event.
In the south of Serbia, in the season 2021/2022, a new type of contract is applied, based on performance level.
3,049.957 km of road network is maintained following the new principle:
- 814.875 km of it are А category roads;
- 1,033.288 km of it are B category roads;
- 1,201.794 km of it are C category roads.
The rest of the road network is maintained in accordance with the old system.
Winter Service Plan for 2021/2022 predicts:
- 760 road vehicles and trucks
- 336 machines
- 2210 staff members on one shift, out of which there are:
- 928 operatives-road workers
- 182 technicians
- 339 machine operators
- 761 drivers.
Machines can be engaged to a higher extent in cases of natural disasters and depending on the level of their strength.
Salt with reserves is provided in the total amount of 99,000 tons, with 1,500 tons of cold asphalt mixture for the remedy of potholes and sufficient quantity of crushed stone aggregate, over 100,000 tons.
Special attention is paid to the following locations during the organization of maintenance of I and II category state roads in winter conditions:
а) “Gazela” bridge, crest Bubanj Potok, Begaljičko Brdo and crest “Mečka” on the motorway;
b) crest Čestobrodica on the road Paraćin - Zaječar (600 m above sea level);
c) ascents Rušanj and Rudnik on the Ibar Highway;
d) crest Zlatibor, (1000 m above sea level);
e) crest Popadija (Majdanpek - Negotin);
f) crest Tresibaba (Knjaževac - Niš);
g) crest Svetinja (Topola - Kragujevac);
h) crests on Fruška Gora (Iriški Venac, Banstol),
i) wider areas of Tara, Crna Trava and Sjenica,
j) bridge at Beška on road Belgrade – Novi Sad,
k) crest Jaram on road Brzeće - Kopaonik,
l) bridge over the Sava, bypass Dobanovci - Ostružnica
m) zone of bridge Prijevorac on reconstructed section IB23, between Borova Glava and Kokin Brod,
n) Belgrade Bypass from Sector-3 (river Sava ) to the end of Sector-5 ( Straževica ) and Ringroad,
o) new bridge Batajnica with ramps, at the interchange Batajnica.
PE “Roads of Serbia” cooperates with the Republic of Serbia Ministry of Interior – Traffic Police Department, Sector for Emergency Management, and regularly informs them on road conditions, accepts suggestions and makes joint decisions regarding traffic closures on critical sections.
PE “Roads of Serbia“ appeals to all road users to obey the regulations and not participate in road traffic without winter equipment, especially not on critical sections, to observe speed limits, take more care of others and demonstrate the necessary solidarity on the road.
