On 1st November 2019, the PE “Roads of Serbia” held a press conference and a public presentation of the State Roads Winter Maintenance Plan and the system of informing the media and all interested parties regarding road conditions during winter period.
The Winter Maintenance Plan, as in previous years, was made with the aim of successful implementation of all activities related to securing road passability and traffic safety in winter conditions.
The Winter Maintenance Plan of the road network in the Republic of Serbia foresees special works, activities and measures necessary for providing passability and traffic safety on roads during the winter period.
The Winter Maintenance plan for I and II category state roads is realized from 1st November 2019 until 31st March 2020 and it is a binding framework for the preparation of plans of all road maintenance companies.
22 specialized companies are maintaining the road network in the Republic of Serbia.
The media and other interested parties have been presented with operational methods and the overview of organization of manpower, funds and machinery engaged in this specific and highly important aspect of state road maintenance in the Republic of Serbia.
The public has also been acquainted with the system of notification and information on road conditions.
SCHEMATIC OVERVIEW OF INFORMATION FLOW
The main priority of the PE “Roads of Serbia” in the winter period is maintenance of I and II category state roads, performed from road yards and points, namely 172 of them.
Machines are present in maintenance yards on motorways 24/7, while on other roads they are present for 16 or 8 hours, occasionally longer.
Maintenance is performed in accordance with priorities and categories as follows:
First priority / category A – Pavement is cleared and spilt with pure salt and must be cleared within 4 hours after the end of the precipitation, i.e. weather event
Second priority / category B - Pavement is cleared and spilt with the mix of salt and grit in the ratio 1:4 and must be cleared within 6 hours after the end of the precipitation, i.e. weather event
Third priority / category C - Pavement is cleared and spilt with the mix of salt and grit in the ratio 1:4 and must be cleared within 8 hours after the end of the precipitation, i.e. weather event
According to Winter Service Plan for 2019/20 the following is available:
744 road vehicles and trucks
331 machines
2167 workers on one shift, those being:
920 operatives – road workers
172 technicians
327 machine operators
748 drivers
Machines can be engaged to a higher extent in cases of natural disasters and the level of their strength.
The provided amount of salt with reserves is 90,388.43 tons in total, 1562 tons of asphalt mass for remedy of potholes and stone grit/aggregate in required quantities.
Special attention is paid to the following locations during the organization of maintenance of I and II category state roads in winter conditions:
a) “Gazela” Bride, crest Bubanj Potok, Begaljičko Brdo and crest “Mečka” on the motorway;
b) crest Čestobrodica on the road Paraćin - Zaječar (600 m above sea level);
v) crest Rušanj and Rudnik on the road Ibarski put;
g) crest Zlatibor, (1000 m.n.v.);
d) crest Popadija (Majdanpek - Negotin);
đ) crest Tresibaba (Knjaževac - Niš);
e) crest Svetinja (Topola - Kragujevac);
ž) crests on Fruška Gora (Iriški Venac, Banstol),
z) wider areas of Tara, Crna Trava and Sjenica,
i) Beška bridge on the road Belgrade - Novi Sad,
j) crest Jaram on the road Brzeće - Kopaonik,
k) bridge over the river Sava, Dobanovci – Ostružnica Bypass
l) zone of the bridge Prijevorac on the reconstructed section IB23, between Borova Glava and Kokin Brod.
lj) Belgrade Bypass from Sector-3 (river Sava) to the end of Sector-5 (Straževica) and RING ROAD,
m) new bridge “Batajnica” with ramps, in Batajnica interchange.
PE “Roads of Serbia” cooperates with the MoI - Traffic Police Department, Sector for Emergency Situations and informs them on regular basis about the situation on roads, accepts suggestions and together, in the manner of fellowship and professionalism, makes decisions regarding traffic closures on critical sections.
PE “Roads of Serbia” once again appeals to all road users and participants in traffic to obey the rules and ingress the traffic with winter equipment, especially on critical sections, to obey speed limits, to increase awareness regarding others on the road and show necessary solidarity on the road.
