CHANGES IN THE TECHNICAL INSTRUCTIONS FOR THE APPLICATION OF VEHICLE RETAINING SYSTEMS ON STATE ROADS OF THE REPUBLIC OF SERBIA - BS-04/2024

PE "Roads of Serbia" informs the professional public that the Technical Instructions for the application of the vehicle retention system on the state roads of the Republic of Serbia have been amended (BS-04/2024).

In relation to the previous version of the Technical Instruction BS-04/2021, a change was made in the profile of the steel fence guard, which is insisted upon. In the previous version, "A" and "B" profile protectors were provided, while in the new version of the instructions, only "B" profile is provided. The main reason for this is the unification of guardrails on state roads, which will ease the design and maintenance requirements in the future, as steel guardrails with "B" profile guards are present on over 80% of state roads. An additional reason is the fact that this instruction primarily refers to new roads under construction or roads in the reconstruction phase, and therefore, the motive of unification is additionally in favor of the changes made in this domain.

In relation to the previous version of the technical manual, a new retention level of protective systems - L was introduced, which represents an improved retention level - H and which differs from retention level H in that it was also tested for passenger vehicles up to 1.5 t, which represents the most common class of passenger cars in the traffic stream.

In the new version of the instructions, the obligation is indicated: When designing and installing the initial constructions of protective systems on highways and motor roads, it is mandatory to apply initial constructions with absorbent elements, which have been tested according to SRPS CEN/TS 1317-7.

In chapter 2.3. which refers to transitional constructions, a special case of transitional constructions - transitional element - is defined. Therefore, the conditions that must be met by the transition structure in order to be considered a transition element are defined.

In chapter 2.8. the new version of the Technical Instruction BS-04/2024, which refers to the protection of two-wheel drivers (motorcyclists), created criteria for determining moto - roads and dangerous sections from the aspect of motorcyclist injuries in traffic, on which it is necessary to apply systems for the protection of motorcyclists. In addition, examples of details of protection systems for motorcyclists have been added. The first such systems were installed on the existing interchanges of the "Moravian Corridor".

In chapter 3.3. - The outer edge of the roadway, in the formed groups of the degree of danger, a certain number of new areas of danger and characteristic obstacles were added, which need to be protected by protective fences, due to the conclusions that were formed based on the analysis of traffic accidents that occurred in the zone of the mentioned areas of danger and obstacles.

In the new version of the Technical Instruction BS-04/2024, several minimal corrections have been made to the Block Diagram, which represents a guideline for determining the required level of retention of the protective fence during design. Changes have been made to parts of the Block Diagram that we feel were lacking in the Block Diagram in the previous version of Technical Instruction BS-04/2021. The main change in the block diagram was made in the domain of the shape of the previously defined speed parameters, where the parameter V ≥ 100 km/h represents the determinant for highways and motor roads, which overcomes the previously observed problem, from the previous version of BS-04/2021 , which has defined speed parameters V = 80-100 km/h and V>100 km/h, which made an unjustified difference between the required levels of retention on the outer edge highways and moto-roads, which was overcome in the design practice itself, but for that very reason a correction was made in this domain.

This version of the Technical Instruction BS-04/2024 becomes valid from the date of its publication on the website of PE "Roads of Serbia".
